Somehow I feel like a contract that prohibits an employee from being interested in another job is illegal.

Every one of us have signed contracts that have unenforceable language. It is a defacto noncompete clause which is pretty much unenforceable.

How does that apply to college athletics? Where would the lines even be drawn? A non complete is specific about timeframes and locales. They aren't unlimited. You are trying to apply something here that does not and connot apply.

Pretty sure that if he knew he was signing it with that clause in it, it very well can be enforced.

Look at it from the alternative perspective.

If contracts are completely unenforceable, then just recruit your opponents players at halftime…

Maybe so, and it probably needs to happen to establish some boundaries. I don't see how that would prevent Demond from being a student athlete at a University in a different conference and completely different region of the country.
