Sounds like a breaking a rule vs. cheating.
Example: a golfer drops a ball 2" below his knee and not knee height unintentional infraction of a rule
Cheating would be playing the wrong ball knowingly and throwing in a pond after finishing the hole.
Cheating is breaking a rule with intent, an infraction of the rules may be lack of knowledge with no intent.
Yes this is minor at best and similar to infractions many schools are guilty of.
The penalty is minor and a slap on the wrist as should be.
