Why do you say "pretty much" no shot to win. He has zero shot. He isn't in it to win it.

This. Teams of eight and four to seven of those on each team (including him) are serving a support role, more analogous to playing O line or a blocking fullback than scoring TDs.
That said, he did win a time trial stage at the Giro d' Italia this year. A stage win in any of the grand tours (Italy, France, and Spain) is a career and better than probably 99% of all professional cyclists. BTW, very, very few collegiate cyclists break into the top ranks in Europe.

I was curious so I looked this guy up. Apparently he was training with his team in Spain in 2016 when a driver, who was driving on the wrong side of the road, hit them all head on. While his teammates suffered broken bones he seemed to get the worst of it and had to be air lifted to the hospital due to arterial lacerations to his neck and loss of blood leaving him with the scars below. Also later on that year his father died from cancer. Pretty heavy stuff, and cool that he’s been able to overcome it and get back to racing.

Haga is a solid pro. He might make a break one day that could last and he is a good time trialist. He’s there to support his team leader, not to win himself. His team would need a lot of help to upset the favorites.
