"TU Austin" isn't a thing either. Tulane is only located in New Orleans. You are confused with the University of Texas at Austin, often shortened to "UT Austin".

Came to this late but here is the real answer.
First off, it is impossible to measure the hatred between A&M and Texas and how deep and insidious it is. The schools have always hated each other and have so much bad blood it really can't be measured. Texas spent 100 plus years trying to screw over A&M every chance they could and A&M succeeded anyway. They are also stupid rich as the 2 richest Public Universities in the country that effectively have the 2 largest Athletic budgets they can pull from. It won't be long before the 2 schools have 1 million alumni and students (may have it now) and they are 90 miles apart. The money left on the table by them NOT playing is hard to fathom and the crazy thing is neither school needs it.
When A&M threatened to leave for the SEC, Dodds threatened to end the series if they do. He is convinced that A&M truly desires the Texas game more than going to the SEC. A&M leaves.
Once the SEC deal is done A&M offers to renew the rivalry before schedules are locked in. Dodds says "You left, deal with it." A&M basically says k, all good as we are excited about our new SEC schedule and are happy to play others.
Time passes and A&M thrives in the SEC. Johnny Football, SEC Network money, insane new stadium. A&M actually surpasses Texas in revenue at one point and literally can buy anything they want from stadiums to facilities to Jimbo.
Meanwhile, Texas struggles. The Big 12 becomes a joke. The LHN pays decent money but Texas already had plenty of money. The Texas home schedule sucks balls with the OU game permanently in Dallas and no one interesting on the Big 12 slate left (the biggest stadium outside of Norman is barely 60k). They schedule some decent OOC games but that's basically 1 decent game every 2 years.
So Texas starts making overtures at A&M to restart the series. A&M now has no need for the game and has immense internal pressure not to renew the rivalry from fans. Texas of course backs off because they know A&M will say no so it has basically been in a cold war for years.
The Bowl game thing has never been a viable option because they aren't going to play unless it is an NY6 or bigger game. Simply way too much money to go play in the Texas Bowl or some other crap. The first game they play each other will be a massive event and tickets will likely start at $2k each on the aftermarket as it will sell out immediately.
Part of the problem is A&M has zero trust of Texas. They sure as hell don't want Big 12 officials to ever officialte the game for instance. A&M will likely only do an early season game as well while Texas would prefer end of season, A&M isn't going to give up the LSU game on rivalry weekend. Texas is insanely proud and arrogant and will never go for a deal that they don't feel favors them. Another complication is both teams have neutral field games already (OU and Arkie) so that isn't an option.
So the wheels on the bus go round and round. The most likely way it breaks is the teams play in a NY6 or above and then decide to renew the series.
