Not intentionally trying to hurt the reciever, but it was forcible contact. You don't need a launch unless we're just changing the rule now.

I think the big difference is making a play on the ball vs. making a play on the receiver. Didn’t even look like ol’ buddy knew he was about to hit the receiver.

Defender was going to make a play on the ball then knew at the end he wouldn't make it, giving up making a play on the ball. He unintentionally but nevertheless targeted the receiver. That is tragic but always called.
If they want to go out of their way to let them play, fine. But there better not be some funny/soft calls toward the end of the game.

I can agree with that.
That’s one reason why, and I know it’s completely subjective and would hold the review process up even more, but if you’re going to make targeting carry the penalty weight it does there needs to be a look into the intent of the defensive player. On a review, for the most part, you can tell if a player is trying to pull off, slow down, looking at the ball vs the receiver, already broken down into tackling position before the ball carrier lowers his head, etc.
