Tennessee letting Clay Travis and a bunch of mouthbreathers on Twitter run Schiano off because his name wasn't Jon Gruden and Arizona letting Khalil Tate hand pick Sumlin are the two most embarrassing coaching hire debacles I've ever seen

You are forgetting the timeline. The Leach ship had already sailed before Fulmer became AD (Haslam made sure of that). Leach was not an option for Fulmer.

Saw a picture of him somewhere, fat as frick, belly hanging way over his belt, looking unkempt and at the post BYU game presser if I am not mistaken. Dressed like he wanted to coach again.

Keep in mind, this would be like if Orgeron had turned LSU into a 6-6 school, then you run a couple other guys through the coaching spot, then hired Les Miles back as the AD "to fix things".
Miles, like Fulmer, would have the opinion that he could bring the program back where he had it, hire a guy that would be his puppet, and likely take the spot himself if that didn't work.

Different sport, but Mississippi state tries the same thing with Rom Polk (bring him back to return the program to where it was and then hire his puppet). It failed miserably. Those things usually do. I’m reminded of Bill Snyder part two at Kansas State as well.
