Typically it could mean threatening verbally or in writing or harassing them.
The article did not go into detail of what happened, but the governemtn usually doesn't send investigators just because somebody got their feelings hurt.

I support free speech, but if they are threatening people and attacking them, then that should be deal with properly. There is no excuse for that regardless.
And I'm just gonna stop here because I'm not really interested in getting involved in an Israel debate today, and this isn't really the place for it anyway.

Man, this looks worse and worse for Georgia.
1: Georgia players are too stupid to use self-checkout.
2: Georgia players are too stupid to use bags that Walmart conveniently provides right beside self-checkout.
3: Georgia players are so stupid they put items like Febreeze and paper plates on the lower rack designed for heavy and bulky items.
It would look better it they just got community service for attempted shoplifting.
