It’s named after the guy who designed it, so the letters don’t mean anything specifically.
As far as the rating system, it’s tweaked differently between leagues. The basic idea is that the winning team takes points from the losing team. If a highly ranked team beats a crappy team with a low rating, they won’t take as many points, and vice versa.

correct. There is a conference wide no attendance policy outside family, essential personnel, and media for the time being for all sports.
