Both are false or at least not completely accurate.

Missouri leads the SEC in educational attainment, but trails GA and FL in overall education rankings when accounting for quality of education along with education attainment levels. Note: they trail KS in both education attainment levels and overall education. Missouri (36) trails Florida (3), texas (19), Georgia (24), Kentucky (27), Arkansas (30), and Tennessee (32) when solely looking at quality of education metrics. So, yes, Missouri has more people with degrees/diplomas that were comparatively easier to acheive.

Let's say Missouri is #1 in education and #2 in median income, I would consider that to be dominating the SEC states, but I could be wrong.
