Pennsylvania is just as backwoods as even the worst southern state, so they have no room to talk. Sure they have Philly, but Georgia has Atlanta, Florida has Orlando, Louisiana has New Orleans, and yadda yadda yadda.
I had a buddy that went on a hunting trip with his boss in PA, and he said the people in the town they visited make southern rednecks look like super models.

Seriously, there are probably more rednecks in Ohio and Pennsylvania than there are in Alabama and Georgia... the populations are much bigger in the northern states and they still have huge tracts of rural land.
