Deboer hasn't.
While their previous accomplishments do impact the list, their time in the SEC matters more.
Sark has been at Texas for multiple years now. They may now be in the SEC conference, but he's been with the same team for awhile. They made the playoffs last year. But somehow that means nothing because it lacks the SEC label on their conference?
DeBoer was at a lesser school with much less talent, and won twice.
It's about the SEC because both are SEC coaches now. There is no reason to pretend they have no record prior to this year.

I think Kelly. Was a good hire for LSU. I do question whether his age hurts him a little. Only saying that because o think these older coaches are having a very hard time adjusting to this new age CFB. Kirby is young and I’m very interested to see if he decides to go to the NFL in the next five years just because you have to wonder if he’s gonna get sick of the CFB game as it is.

State fans/alums know that we were dealt an unfortunate blow and that the football program is going to take sometime to rebuild. Stability is a must. The 2-10 record mask some good things that happened this year. I look for steady but not necessarily spectacular improvement in the coming years. Lebby seems to be the right fit.

There is also no reason to give it more importance than it's due.
You're focusing on head to head. But Sark has more playoff appearances, more conference title game appearances, the same number of conference championships and playoff wins, more SECCG appearances and a better SEC record.
He also still has at least the potential to win a national title before the end of this season.
In the end, Deboer might be better. Right now there are a lot of reasons that supersede head to head to put Sark first.
Head to head isn't a huge part of ranking the coaches in a conference. Smart is undefeated against Heupel. Heupel is undefeated against Deboer. Deboer is undefeated against Smart.
But nobody with any sense would put Deboer ahead of Smart or Heupel ahead of Deboer.
Hell, Smart lost a game once to Hugh Freeze. Lane Kiffin too. Will Muschamp. Tom Herman. Ed Orgeron.

Here is the problem with Stoops. He did have a couple of great seasons, but we also had divisions in the SEC.
There were many seasons he could stack wins against cupcakes and take advantage of other programs that were rebuilding (UF, and SC) and as long as it appeared we were competitive in games against the big boys, everyone drank the koolaid.
We continued that success and went to a bowl, then had bowl success due to playing teams that were uninterested, certain players opted out, or we played teams that were weaker than us.
Look at the most recent bowls we played. We weren't competitive, sure our defense held, but couldn't score any points.
UK isn't going to be going to Atlanta or even competing with the upper echelon of the SEC anytime soon or within the next 5 years.
How many years have been next to last, if not dead last, in the conference? We were everyone's automatic W. Bring in Stoops, had some success, and our fanbase thought we had arrived. Our players thought we had arrived, and we got brought back down to earth this season.
Can we sneak up and surprise some teams... absolutely? Could we even make the playoffs? Probably not, but we could be a part of the conversation at some point of the season depending on the record...maybe
With the SEC schedule now, it is almost impossible to pile wins, especially given the schedule we faced this year. It doesn't get any easier moving forward.
We are bottom-to-mid-tier at best. We screwed ourselves with these ridiculous salary extensions and bonuses. Replacing Stoops isn't going to automatically mean we have instant success. We had a revolving door at offensive coordinator, and it has finally caught up with us.
Things may get better next season, but I highly doubt it.
