The general thought on Bo was that FSU was the guilty party which led to his four game suspension.
As far as Carter, the NCAA is investigating at least three current Ole Miss players from this most recent recruiting cycle. They are also investigating Ole Miss' recruitment of at least other two players that signed elsewhere. Carter may be one. He may not be. Don't know. Gary and Kongbo have been mentioned as the two possible players.

I would add that according to a recruiting analyst from Athlons, D'Vaughn Pennanon claims the recruits were told during the last recruiting weekend by OM coaches that the NCAA allegations all relate to the previous staff. In other words, they knowingly deceived recruits that were then uncommitted that later committed.
