In my opinion (and opinion only), a staff problem. A comment that is made often is we recruit/develop for a system rather than adapting the system to the recruit.

I'd say it's a staff problem. Not only the development but the play calling and gameplan definitely hurts our QBs. Only time we ever throw the ball are obvious passing situations and we send 2 guys out against 5 or 6 in coverage
