This is the guy you use as a reference? the guy that didn't know Urban Meyer coached Burrow at Ohio State? You can do better.
Personally I don't know how someone can confidently say that Lawrence would be higher rated than Burrow. Just look at the defenses that Burrow played against and the defenses that Lawrence played against.
