A very big issue is redirected funds.
My agency has had millions redirected from it by higher headquarters. Then when given spending deadlines, “hey, you have until the end of the day today to find a way to spend $300,000.” and it leads to poor spending due to recommendations not going thru study.
Unfortunately big Army loses visibility on the money once it gets over here. They can’t see how it’s actually being directed.
