I think they decide what will pass, then put it out there that it is still under advisement so everyone has a chance to digest it and not cause too big of a fuss once it goes into action.

but then the offense could just snap the ball before they make it to the middle of the field. or before they make it past the LOS and then they get an offsides call.

Some Gumps are realliy showing their true colors here. Scared lil children when they start losing. Not man enough to stand up and do something, but want the rules changed instead.
This amuses me to see. If the rule change even passes I don't think it will matter much and any advantage the defense gains in subbing will be offset when they don't have the time to call the d and get in position.

Well, rumor has it Saban did veto adding an 8th official. His job would be:
1. Spot the ball ready for play
2. Watch interior line play
