Technicially this isn't new either, they've just started making more concrete guidelines. It has been a longstanding metric used when evaluating a europro player's eligiblity for college basketball, but there was not single defined number as each case was examined individually. Historically, they generally looked at was the compensation significantly above and beyond covering basic living expenses. Enes Kanter was denied on this basis all the way back in 2010.

A lot of the new guidelines are also dealing with EuroLeague's collective bargaining agreement and if a player signs into a league with a minimum base salary requirement, it goes beyond the necessary expense coverage guidelines.

He is very tall, but does not seem to be very good. Maybe he just needs to be taught. Being that tall is very rare.

His league was so unprofessional and ambiguous he arrived in America three inches shorter than expected.

None of this is relevant to the question, "Have you played professionally?"
