You got the story half right.
He didn't payoff football players during their recruitment or while they were paying. He used contacts he made with various individuals, which included EX-Players and their families, in his embezzlement scheme. Basically money laundering. He was not using players or families while they were playing at LSU.

It's a money laundering scheme and he happened to get contacts through some players at the school whose family members got involved in this. This was a story a year ago.
