Which means the income distribution is what in statistics is skewed. Louisiana's GDP is doing well, we grew about 6% the last 2 quarters of the year (Texas is humming along over 7%). Real Income growth is about 3% which is much higher than other Southern Areas, again Texas is moving along at 5.2%.
Louisiana Mean per capita income is around $29.5K and MO is $31.5K, Mean per capita household (That would income Married households, etc) for LA is $73.7K MO is $78.1 k.

Louisiana income statistics are not this we are the poorest in everything, that is BS. If you plot a Distribution, are Mean/Median Income is not that far from what say yours are in MO, but if you do to the left tail of the distribution, there is about 18.6% LA population at the poverty rate which again is why are income statistics have seriousness skewness.

If only there some simple explanation why the Deep South and Appalachia have pervasive generational poverty on a much higher scale than the rest of the country.
I just drove thru some dirt poor areas of rural Oregon. Limited opportunities. Most who can leave already left. Pass thru for people with means like me from the big metros with good paying jobs.

All of these people who think there are smart as**** are really dumb a*****. You can tell people who took statistics in college and understand what a Standard Normal distribution is and what a Mean is and standard deviation is and how far 1, 2 and 3 SDs are from the mean, and when you have skewness, you need to understand that (which is why you also always include a Median in the analysis).
As you noted, about 1/3 LA citizens are Black/African American. While I have no sympathy for the Urban Woke Politics in New Orleans (Baton Rouge Mayor seems to have changed her tune) and much of the Urban hip hop/gangster rap culture (I think lots of Black folks are tired of that crap), we have to acknowledge that Jim Crow resulted in a significant disadvantage to Black folks who tried to run a business, go to college, play by the rules and do the right thing. Thus, some of the income inequality (not all) but without a doubt some that we see between Blacks in LA and other ethnic groups from European, Asian, background etc.

Louisiana has also traditionally relied in Traditional Energy (Oil and Gas), in the last few years, LA has had $25 Billion in Capital Investment in Energy, but that is now being diversified into not only traditional energy, but lower emission energy sources such as solar, wind and hydrocarbons.
LA GDP grew at 6.6% the 2nd/3rd QTRS of 2023 (Texas which is booming over 7%) and real earnings are up > 3%. Of course if LA is growing do to Alternative Energy sources, Texas of course will be doing the same thing (no surprise) but at least LA is finally investing in not just traditional Oil and Gas.
I think the LA legislature approved some Wind power leases for off shore LA just last month and Solar Power which 10 years ago was Zero in LA is now 38th in terms of output and with all these new investments, LA is projected to be 19th within 5 years.
So LA is finally taking advantage of its coast to generate wind power and abundant sun for solar power to complement traditional Oil and Gas (including LNG) to diversify its energy sector.
