Does Mullen game plan around TE’s? Or just kinda mix them in?
The best TE "duo" in the SEC in 2020 is Pitts and whoever Pitts' backup is. Probably Zipperer, who was the #2 TE in the 2019 class (behind only Cupp, yes).

Yes, the incoming freshman from Southlake Carroll.
We also have Beal from New Orleans who’s played a lot. He could be a factor as well in run game if work ethic improves.
If you’re talking about Cupp, yes he’s played A lot of college downs. He was early enrollee, shined in Spring game, went through all of Fall camp, before injury. So yeah he’s played at the college level for 9 mo’s and been immersed in system for 18 mo’s. Way further along than a high schooler.
