I think you are underplaying the 10% rule. Most students who qualify for the 10% auto enroll choose Texas or A&M if they go to a public school. That affects acceptance rate since they are automatically accepted.
There are always going to be students who want to go to any college because of legacy, tradition, etc.. The difference is that top universities also get the students who want the best education & job placement after college.
Tech still has a long way to go on the latter. I hope they do get to where President Nellis wants them to be. Everyone benefits from another premier public school in the state.

Absolutely, but I believe geography is always going to be an obstacle for them.

That rule is terrible. In theory it seems like a good rule, but it doesn't account for the fact that all public schools in Texas are not equal academically. I personally think that SAT and ACT scores should factor into that rule as well, or there should be a cap on how many get accepted. Not to mention that at one point, over 80% of UT's freshman class were accepted based on that rule.

The 10% drives good students who just missed the cut to other schools.
So Tech, UTSA, everyone in Texas and adjoining states now have a great shot at all the kids who were in the top 15% in great schools with parents who can pay tuition.
Bottom line is that those 10% kids would have likely attended Texas or A&M. But now A&M and Texas are sending really good kids (Top 15% from Allen High school) to places like Tech.
Those top 15% from Allen High school are arguably better students than the top 10% from a "lesser high school" who are auto enrolling in A&M or Texas.
I do think the 10% rule helps A&M in the short run because it "puts them on the same level" as UT Austin, but I think it gives Tech access to really good students that would have otherwise gone to UT or A&M if UT and A&M had more flexibility in admissions.

Please define what a scrub bowl is because you just called the cotton bowl insignificant. The cotton bowl, even when not affiliated with the playoff, at worst was a top 10 bowl game. So by your standards one of the best 10 bowls is insignificant. Damn, Baylor really is a national power.

TT is a trash school in Texas while Ole Miss is the height of Mississippi wealth and pride.
