I've never seen anyone bitch at a game when someone broke out a beach ball. It's one of those funny things that people are like "HEEEEEY!!!! It's a beach ball!!!"

yes it is done in the name of safety, just like banning bubbles. although having protective netting so peoples heads dont get busted open by flying bats is too much to ask for
