Top 10 states by NFL player count (based on recent data)
Texas: 199
Florida: 179
California: 165
Georgia: 143
North Carolina: 70
Louisiana: 59
Ohio: 57
Illinois: 55
Michigan: 55
Alabama: 52
When you consider populations of states, Georgia is #1 in GPP (gross player production). But Texas and Florida are obvious choices give the OP's criteria. Now given the number of blue chip recruits and major FBS schools in the state, give me Georgia any day.

It hasn't seemed to affect Oregon in the NIL era. They have a steady stream of kids from the South ready to take that sweet Nike money.
