I think you are misreading his statement.
He's saying LSU is the only SEC school in Louisiana, which is a talent rich state.

Pretty obvious it’s Napier’s job if he wants it.
He coaches 50 miles away, has shown sustainability (what O is lacking), has experience under Saban and seems primed to take a big job soon. Asked too much for his staff at USCe last offseason realizing it was a job that’s really hard to have major success at, and chose to wait it out for bigger fish. Makes total sense, he will not win less than 9 at UL, his job security is 100%, he’s just waiting for a big opening to call, and they likely will after they can the snake oil salesmen that tries to fight everybody.

I think Aranda is an elite DC but I don't think I'd want him as a head coach.

As for whether or not LSU will look at a black HC... they'd be fools to not at least see what is out there. Louisiana produces a ton of African American talent after all. However, I can't think of any super hot names in the black coaching ranks that LSU would go after. They want a sure thing hire if they get rid of Coach O, not another risky gamble.
