Straight line speed doesn't equal an elite receiver.

I have no idea who you are referring to, who he played for, if he exists, or if he ever did exist. However, I feel comfortable saying the answer is "Yes" in this case.

Exactly...routes, deceptiveness, acceleration etc. matters especially against dudes that also run a 4.3 or 4.4.
Since we're talking about track speed let's talk about the UGA dude that ran a world indoor record 400m last week

I find it interesting that Texas goes from unable to supply anyone to the combine for virtually 5 years to the top RB back-to-back, two 1st round D-linemen, and multiple 1st-2nd round WR's in the same draft class -

I'm 61 and almost scored a td vs LSU. If I was 50, I woulda made it.

All were on campus before NIL.
Adonai Mitchell committed to Georgia over Texas and transferred to be closer to home.
The Charlie Strong (Louisville) -Tom Herman (Houston) era of having a coaching staff with nothing but G5 coaching experience died when Sark got here.
Texas sent 11 guys to the Combine this year.
Coaching matters more than recruiting.
