Functionally, yes.

In order to play a game (Rule 1-9) a "head coach or his representative" must first certify in writing that players have been instructed on requirements of and provided with complying equipment.

Head coaches are required to give or receive notification of player number changes, to issue challenges to reviewable calls and to designate "full" timeouts.

In order to recruit, head coaches are required to certify compliance.
