Well, I don't think Notre Dame really has many "fans", in the normal sense.
Just to check- I did some google searching, and Notre Dame has a 77k capacity for their home stadium.
Per google,
they usually sell out 3-5 of their home games (6 or 7). Those will be the big draws vs highly ranked teams like Ohio State, and/or historical rivalries like USC.
Lesser P4 teams like Pitt or Michigan State are considered "maybe", may not be sold out until gameweek, or may not sell out.
So consider- this is an under 80k stadium, located within 100m of Chicago, (Chicagoland per google is over 9 mill). Google estimates there are 15-17 million people within a 3 hr drive; and you don't get sellouts.
In comparison, google says 4.5 to 5.5 mil are within a 3 hr drive to LSU. LSU has a 102k stadium. It will have greater than 90k almost every game, with even the FCS cupcakes on the border of 80-90k. Half the conference homegames (3-4) will be over 100k, while some 11am games against teams like Miss State or South Carolina will be in the 90s.
We don't get sub-80k unless we really really suck, and the opponent is is a nobody.
Notre Dame fans are like Yankees or Lakers fans; most are TV fans that have never seen their home stadium, and at best have caught them in a bowl.

I have a buddy that went to Notre Dame and he's very excited about every win. He doesn't understand why any team would make things harder on themselves by playing in the SEC.

ND won't join the B1G for two main reasons:
Lotta truth in both those statements. Fun fact ND delivers of more of the NYC market than army cuse and rutgirls

Those stupid preseason rankings that are based off previous season's success, returning talent, and where all the top rated recruits and transfers have enrolled.

Does the SEC get tired of not making championship appearances. Overrated conference propped up by preseason rankings. Indiana and Ohio State are more complete products
