Keep all the same rules as they used to be but start at the 40 instead of the 25. don't see why they can't just do that.

After the 2nd overtime just have the two head coaches sumo wrestle, best of 3.

High School overtimes start at the 10 yard line and play it like first and goal. It doesn't usually last more than one series, with one of the teams usually going for two if both score. FGs are less important.

No because a team that goes 3 and out vs a team that drives to the 1 are treated the same which sucks.
To me the ideal is start at the 40 or 50 and only allow 2 point conversions at the outset. That would make it as fair as possible and reduce the likelihood of more than a couple of OT's because scoring isn't automatic but it's fairly easy and the pressure to convert 2 points is far less likely to match as kicking XP's.

At the very least if you're gonna start at the 25 progressively move teams back 10-15 yards each overtime period. I'd almost rather have games end in a tie after a certain number of overtime periods than have games decided by the current 2-point fest. It's way too fluky and honestly not exciting considering you have to wait 3+ minutes between periods for teams to switch sides of the field

surround the center of the field and do a tip ball. The ball stays live until a team scores. You can lateral forward or back. If you get tackled you have to throw it up in the air. Pick up and run

You want to fix the "80+" plays problem is to go to a specified number of plays system: Put the ball at the 50, give each team 4 plays to advance the ball as far as they can; if the second team on offense gets the ball past the 50 during their 4 plays, they win. If they don't, the team first on offense wins. Award 1 point for the win.
Limited to 8 plays.
Objective standard for the win.
High schools used to do this, everyone hated it, but it did resolve the issue and didn't take too long.

Terrible rules. They should just adopt what the NFL has done. And I think the NFL improved the rules there by giving each team a chance to get the ball unless the first team scores a touchdown. And I also like that the NFL shortened the overtime period to 10 minutes.
The college rules are ridiculous. As you said, starting at the 25 was bad. But I do think too many games went on too long with the old rules, and they inflated scores to ridiculous numbers that distorted team stats. So they were worse than the new rules. As a fan, I can see why you wouldn't like it, but these student athletes' health has to be taken into consideration.
