The first part is true, but not because of the second part. Their SOS has been 16th or higher for the last 5 seasons (during which he's gone 54-9). It's that he knows he'll never get the athletes at ND that he needs to win a title. Simple as that.

Maybe the perception is what it is because ND has ridden the fence on joining a conference for so long.

he did win 2/3 his last 3 years in Division II. So, he has won at the highest level of where he was competing before. He's also had undefeated regular seasons at Grand Valley St, Cincinnati, and Notre Dame. And, he's only being paid $9.5/year. This is a great hire any way you slice it.
