Look Leach was an amazing coach and innovator for this sport, and did amazing things at 3 shitty schools. He would have made MSU a terror RIP , and its a shame non of the big leagues gave him his shot in his prime
That said its Snyder and its not even close. Beyond what other posters have mentioned, Snyder won a good amount of big time games. He took out OU and Texas multiple times in prime Stoops/Brown years. And he did it with spare parts from a fricking cave.
Texas fans called him the purple wizard, and it took *years* of Snyder not being the coach to live down the PTSD we had from late november games in Manhattan in ways that Leach simply did not invoke.
Synder was probably the closest we've seen to a second Saban, he just decided to stay at Kansas fricking State and coach in hard mode to make it possible for everyone else to even compete.

His players would be picked off every year after he developed them.
But the answer to your question is Snyder. He is the greatest program builder of all time. He did it twice at perhaps the hardest place in the country to do it.

Chris Ault in Nevada can lay claim to that as well. He turned bottom feeder Nevada into a very good team with his innovative "Air Wolf" offense and retired to be AD. Things turned to complete crap on the football field.
So, naturally, Ault comes back and revolutionizes football (at all levels) by inventing the Pistol offense and rebuilds Nevada a second time.
