I think an NOI is issued after the start the investigation process not before but I will defer to one of the Auburn defenders on that tomorrow we had 100 pages or more on all this shite during camgate. It seems like that was an issue in camgate when the investigation started, when it was ongoing and net etc.

NCAA starts a review process first to determine if there is enough evidence for an investigation. If the NCAA decides an investigation is appropriate, they notify the University that a formal investigation has or will begin.
Looks like A&M is in the review process where the NCAA is or has gathered information due to tips, leads, concerns.
No investigation has commenced unless A&M has been officially notified of such.
ESPN should really differentiate, but ESPN is pretty irresponsible so that may be asking too much of them.

Additionally, the next steps after an official investigation begins (this is as far as the Cam thing got) are:
Notice of Allegations: At the end of the investigative process, the NCAA issues the NOA if they have found evidence that violations did in fact occur.
Response to NOA: University can accept findings and ask for penalty determinations or ask for a hearing. If a hearing is requested, the process continues, if not, skip to committee report below.
Hearing before infractions committee: University and NCAA present their case to the committee.
Infractions committee report. University receives 24 hours before it is made public and it includes findings and penalties.
University can appeal if they choose to do so.

Well, like someone just said, it's a shame grown men who are able to influence people are so immature as to push their agendas against one school and boost others.
Fans are normally made up of people who love their schools, lots of family people who hand down their love of their school to their kids.
How hard is it to explain to your children that because a former coach hurt someone at ESPN's feelings, they are forever going to trash your school and tell lies about your program that others lap up and believe.
How easy it is for them to destroy the reputation of a person or a whole program for no other reason than entertainment and money.
Fans are normally made up of people who love their schools, lots of family people who hand down their love of their school to their kids.
How hard is it to explain to your children that because a former coach hurt someone at ESPN's feelings, they are forever going to trash your school and tell lies about your program that others lap up and believe.

Or are they just trying to gather facts to see if its worth pursuing, which is what the NCAA is no doubt doing.
