This may well be an interesting development but it is more likely to be about D4 than Johnny Manziel. Because despite the Rant's obsession, Manziel doesn't exactly rate NCAA Board of Director meetings

Derrick Rose says hello. School thought they did due diligence. NCAA cleared him. Turns out he was lying to everyone. Entire season wiped off the record books.
The NCAA calls it Strict Liability. They can, will, and have punished programs when both the NCAA and school declared a player eligible only to later find out that the player wasn't forthcoming.
