The police almost certainly have the tox screens back from the Kratom packages pound at the sites of the OD deaths last weekend and traced those packages back to this store where they found more packages which the police expect are laced the same way.

Yes, this is the answer. Drugs are very cool and make people seem popular and more attractive than sober losers.
We need to not only repeal antiquated and puritan drug laws, the government needs to make drugs available to everyone at their homes.
Going out to get drugs can be a hassle and some people do drugs while driving, which isn't good. Free monthly deliveries of heroin, cocaine, methamphetamine's, opioid pills of every variety, whiskey, wine, beer, etc... need to be delivered in bulk to every US household.
This way, even the children that wish to do drugs and have made the decision that they wish to do these things can do so safely in the comfort of their own homes. Their parents can help administer the narcotics and show them how to safely use needles and keep things sterile and stuff.
Each household receives an amount of drugs each month that will last them to the next month. They can fill out the paperwork as their habits change if they need more or less delivered.
This would also put drug dealers out of business and frankly, would rejuvenate the whole nation and make us more healthy and rational and free to do other things in our free time than try to procure drugs or alcohol.
The violence associated with obtaining drugs would also be eliminated. A situation like you and I are promoting, Pickel_Weasel, would likely lead to a civilizational paradise like has never been known before on Planet Earth.
