I'm not on the rules committee like Bert, but maybe possession does not transfer from the punting team to the receiving team until one of the follwing happens:
1) Punted ball goes out of bounds;
2) Punted ball is downed by punting team;
3) Punt is fielded by receiving team player.
None of those happened before the errant whistle blew the play dead.
Apparently, the errant whistle rules state that the penalty against the defense (VT) at the LOS is enforced, which then gives Arky the yards needed for a 1st down.
After Bert alerted the officials to that rule, I think the officials doubled checked and made sure they got it right.

On the post before that I said "I'm not going to pretend I think they made the right call"
I'm not saying it was right. I think it was absolutely the wrong call i just think that's what they came up with. I just can't think of any other way that they would give us the ball and give it to us where they did

It sounds like the fact that the penalty was at the LOS did end up having an impact on the decision. If that really is the rule, it's really ridiculous. However, Mike Pererra is an authority on the rules, and he said this was a bad call. I'm going to side with him over these clowns.
