The change of possession happens on the punt. It's VA Tech's ball once punted. Why do you think if it's downed by the kicking team it's not thier ball?
The refs just screwed up, they thought Arkansas recovered the fumble and refumbled. The booth never corrected this.

The holding didn't happen before the punt but it did happen before vatech had possession. Until they actually possess the ball technically arkansas still has possession so the penalty still happened while we possessed the ball

If the hold happens before the punt, say on a gunner at the line of scrimmage, then it can result in a first down for the kicking team. Does the location that Arkansas got the ball work with this?

Where Arkansas got the ball is further evidence of the botch. They somehow awarded a first down to Arkansas based on the post punt penalty. Everything about that call was mishandled.

That is incorrect. See above. The kicking team downs a punt and doesn't get possession because it isn't a live ball. The ball is automatically the receiving team's when it is kicked.
The muff created a live ball, but it's just like if a fumble is recovered out of bounds. The last team with possession keeps the ball. Arkansas NEVER had possession. Because of the situation on a punt, the receiving team is the only one that had legitamate possession at any time after the kick, and that was only by default.

Possession changes the moment the ball hits he punters foot
Hence why the returning team doesn't need to scramble to get the ball....
