It seems that I've seen that NBA style continuation called quite a few times in college this season.
What makes it a bad call is that it's so haphazard.
Once a game a foul + two steps then shot is "shooting motion". All the other times it isn't.

Yep. If they're going to call it, it has to be 100% of the time. If they aren't supposed to call it they need to be told so by the front office.
