You can buy it from online pharmacies in India but the odds of getting to you are slim to non.

Good news and bad news. It’s an in vitro study, not a human trial. The proposal is that some critically ill patients may be saved. There’s no evidence that hydroxychloroquine can prevent someone from advancing to the critically ill stage.
Other research indicates more drugs may also be effective for some victims. For example, remdesivir is being used in attempts to save some end-stage patients. It was first developed for use against Ebola in the recent outbreak in Africa.

Actually the studies have been in place since mid February and the results are solid. Just not done in the US. Mostly because the sample size of US patients prior to mid March was not enough for 7 independent studies including placebo groups.
