Here are two numbers:

would you say that's a significant difference? Of course not.
The first one is the number of people incarcerated in Portugal the year before they decriminalized virtually all drugs (2000). The second is the number of people incarcerated 17 years after decriminalization (2018).
Decriminalization may change the way addiction is addressed but it doesn't do one thing to change prison population numbers.
