I've done it a few times...

They never respond back but sometimes I think it helps because the poster I was asking to get reinstated magically shows up a few days later.

I've emailed to ask for my own personal freedom once and it didn't work but that was only a few days after being suspended so I'm not sure exactly what the success rate is for that

I emailed once about getting a name change.

Got an email back saying that the name was taken.

I've sent about 10 emails from that one asking for freedom to 9 name change requests and they have yet to respond. They hate me.
