Who has the power to ban and unban? Is it just Chicken or are there more or is this like the Bermuda Triangle that it exists but you dont talk about it?

Most of the time it's Hugo or Ice doing the banning from what I've gathered.

Had to read it junior year. Put it off and watched the movie instead. FYI - the movie starz a prostitute with some thick arse bush in the first few minutes. Also, the hidden microphone in the bushes is also the size of a shoe (they must have thought we could not reduce the size of microphones in the future).
