he's a mediocre coach but he's at a dormant program. UGA is like Tennessee and Nebraska. You can't win a title there anymore.

UGA is spending more than anyone.
I've no doubt with a healthy recruiting budget Smart would improve any program. But that'll only take you so far.
He's not like Hugh Freeze, with the imagination to take advantage of top talent.
