It's amazing that Oxford, the best college town in the SEC, is only 75 miles away from the worst, and in the same state.

Fayetteville is in a beautiful setting and has artsy stuff and business importance outside of the college. It's got some charm.
Athens has a great music scene and plenty of bohemian shite going on that isn't the college, and it's also the best downtown of any SEC college town (and like 4x the size of most).
Contrast that with Oxford, which is a tiny hamlet with zero non-college significance. It's charm and laughably overrated literary/art scene is completely tied to the existence of a rather insignificant but romanticized college there (thereby invalidating it from this list).

Boulder is amazing if you can afford it, and can handle all the leftist tree-hugger types transplanted from California. It's fun to visit though
