Excluding coaching. Strictly Administrative leadership, at the highest levels and in the Athletic Department ?

State's pres (Keemun) is the chair of the College Football Playoff's (CFP) Board of Managers. That's kinda cool.

Auburn.
We have an AD that got a 483 year series moved to earlier in the year.
We have a Compliance Dept. that has proven they are second to none in the nation.

Considering our former AD’s are at Alabama and Florida, and the current state of our programs considering we have the smallest budget in the SEC, the answer is clearly MSU.

Alabama's AD, Greg Byrne, is pretty good. He's renovating the basketball arena. He's launched a half billion dollar capital campaign to renovate Bryant-Denny Stadium. He's only been around for two years, but so far so good for Bama.

Florida seems to be the best overall program in the SEC. Comes from competent leadership at the top.

With the exception of 2003-2006, A&M has either had an incompetent President, an incompetent micromanaging System Chancellor, or both.
Since Robert Gates became SECDEF in late-2006 we've had the following clowns in charge.
President
Elsa Murano (2007-2011)
System Chancellor
Mike McKinney (2007-2011)
John Sharp (2011-present)
Bowin Loftin was halfway decent as is Michael Young (rumors indicate Sharp is forcing him out too)
