Yep that is indeed Lou Holtz. He coached a few years at South Carolina. SC had only won 1 singe game in two seasons and Holtz took them to back to back Outback Bowls beating Ohio State both times. The Sec east was much tougher then too. Tennessee was good and so was Florida and Uga.

UGA fans are so cute with their little confidence coming into our stadium against one of our better teams, a place they haven't been so successful this decade, and think they're going to waltz to a W because of their preseason hype. Its adorbs.
