These things suck and pretty much every new neighborhood is required to have them

We have that in my neighborhood, but I use a PO Box. Some of my neighbors are...questionable.

yes, they do suck. In theory the USPS should reduce costs and be more efficient....but since they a gov entity my guess is it costs them eleventy billion dollars more.

What exactly are the new regulations? Unfamiliar with this.

pretty much if its a new neighborhood you will have these from now on, nationwide. Even neighborhoods with 5 acre plus lots. In order to not have them they need approval from local postmaster, which apparently rarely happens

Any word if they will eventually convert old neighborhoods? Or is this for only new construction of residential area?

New residential neighborhoods. If it’s a single house without any sort of planning in relation to other homes nearby, you still get a box.

Is this really more efficient if they still do packages?

Or are they only doing packages that will fit in those bottom boxes?
