Saban is a great coach but he is the GOAT because he is at Alabama. He was a really good coach before that got great after he got here.

Not a consistent one, at least for a decade or so. The resources aren't there. Not for football. Would be hard to attract top end talent on a large scale.
For all that's forgotten with Saban and his obvious greatness, he's had pretty big time talent at both championship stops. He develops it and trusts his process and that's why he's the best. Hard to get that type of talent to Lawrence KS.
Before anyone brings up Snyder and KSU as an example. Completely different processes though both are effective. Snyder does a lot of things differently, and better, than Saban with a different style of kid and different attitudes. That excel due to the system and that chip on the shoulder attitude. Saban does it with the process, elite talent and talent that is extremely confident in their attitudes. Again both work but only one has 6-10 titles.

The required payrolls, facility upgrades, academic/student athlete services expansion are one thing, but the cost for him to recruit at the level he requires/desires would be extraordinary given the limited regional recruiting.
I don't think the question is could he succeed. The question would be could KU Athletics afford for him to establish the conditions he needs for long term success. It would certainly cause a hit in KU BB budget until the ball got rolling, which may be a Bear-Rupp deal breaker like at UK back in the day.
Lawrence is a pretty fun college town though, so there is that.

Today? He'd probably get them a conference championship since the Big12 is a joke. He would be able to recruit just based on his resume alone. But a national championship? No.
Now if this was Saban coming off of his Michigan State run where he was still rather unknown, he would get fired by season 4. Recruiting to Kansas is hard. There's a reason why Bill Snyder puts a huge emphasis on JUCO transfers.
