Thoughts on the subject of cultural appropriation

At what point is cultural appropriation a valid complaint? I've seen it, just this morning, thrown out by someone complaining that Starbucks has "culturally appropriated" Mexican cuisine by having a Chile Mocha (spicy chocolate coffee). Or the complaint that white people culturally appropriated black music, with some barbs thrown at Elvis, Eminem, etc. Or non-African Americans who wear dreads and so on.
I guess I don't see the point behind the offense of cultural appropriation when we live in a country that has long been a mix of cultures (we're literally called a "melting pot") and that usually means there will be a mixing of cultures.
If someone wants to legitimately lay out a valid explanation, I'm all ears.

I think it's a legit complaint in situations from the 50s and earlier where the studios would have white bands play R&B songs written by black bands to make the music more marketable.
I think the way it is used today is absurd. One of the indie bands I listen to had to change their name from Viet Cong because they are 4 white guys from Canada and people were complaining that they were culturally appropriating from Asian culture.
Im just glad the Brits culturally appropriated the hell out of the delta blues before this idiocy started. Pink Floyd would have had to change their name and most of the Rolling Stones classic albums wouldn't exist. Hell, Cream probably wouldn't exist because they covered a lot of blues standards

Those were appropriated by Africans from other cultures, notably in the Mediterranean, if you're discussing origins.

To be fair, I think some people were always stupid. They just have a platform to placate other stupid people with social media.
But I legitimately don't get the cultural appropriation thing. Your point about dreads kind of reinforces my confusion since ever since humans have traveled from land to land, pieces of their culture have been left behind and adapted.

The next time they have a problem with cultural appropriation, be it dreadlocks or Chinese food -- tell them to throw away their cellphone.
A device that uses electricity, discovered and harnessed by white people.

Are things done in the 'real'? Or not?
Is Hillary saying she carries hot sauce in her purse real? No. She's trying to fit in.
Is Starbucks really wanting to put that on their menu, or are they doing it to avoid scrutiny?
Is the white guy with dreadlocks cool and real, or is he a fake turd just trying to be different?
All of this matters.

It's a marketplace of ideas. If one culture makes an innovation that brings about an increase in wealth (in terms of utility), another culture will see that and learn from it. Other cultures sure have learned a lot from Western civilization, and I see no problem with western civilization learning from them.

I'll never understand how this isn't viewed as complimentary of the appropriated culture. How can anyone complain about a compliment?
