Usually teams know whether or not a player is sign able. They negotiate deals before the draft is set. I got a buddy who's kid is being negotiated for the 5th round this year if he's willing to sign at 450k. He turned it down. He is currently committed to Arkansas. That was an offer from the Yankees who also told him to expect another offer and the Dodgers are also making offers. If those 4 in the Top 100 do get drafted it's probably because they are more than likely willing to sign.

If he's truly a 5th rounder, this is more then any 5th rounder made last year and would be a complete idiot not to take that amount and go get coached up by coaches that know what their doing to develop talent for the next level.
