This list is ridiculous if Tallahassee and Little Rock aren't on it. Also, although I haven't been to these, they would seem (from a distance at least) to be contenders as well:

I mean, I haven't been to anywhere close to all of them. Des Moines isn't that bad and Oklahoma City is just like most Southern cities- nothing remarkable or unremarkable about it.
Trenton is bad, but it is located in once of the nicest areas in the US (Mercer Co.)

I don't think Harrisburg is absolutely terrible, but it's certainly not great. If I had to pick a state capital to live in, Harrisburg wouldn't make my bottom five

Little Rock isn't that bad, especially for a southern city. It is still growing in the actual city limits. It has a cool downtown and riverfront and some nice older neighborhoods, as well as a rich and scenic west side. It has mountains out west, and a big river right through the heart of it.
