I'm thinking this may be a bluff by LSU brass to get Jindal and the legislature's attention.

It absolutely is.
First of all, only 11% (at most) of LSU's total budget comes from the State. And if only 1% of that 11% gets cut, it may mean some belt tightening, but not "bankruptcy." That is monumentally absurd....
